Court seeks report from RTO Kashmir for conducting “outdated” driving tests

Srinagar, Feb 20 (Only Kashmir): Taking a strong note of an application about conducting the Driving Test for issuance of Driving Licenses contrary with the rules laid down under Motor Vehicles Act, the Hon’ble Court has asked the RTO Kashmir to appear before Court, along with the relevant report from all the ARTOs within the Kashmir Division.

The application (a copy of which lies with Onlykashmir[dot]in) filed before the Additional Special Mobile Magistrate (Traffic) Srinagar by eminent RTI activist of Kashmir Valley, Mr. Naveed Bukhtiyar through Advocate Badrul Duja & Associates has alleged that the Driving Test for issuance of Driving Licenses is not conducted in consonance with the rules laid down under Motor Vehicles Act.

“Regional Transport Office and all the ARTO offices under it have been conducting Driving License Tests of LMV and the procedure adopted is ‘drivers reversing their Car on a Curved Paths through poles either forming Eight in reverse or otherwise,” reads the application, adding, REVERSE DRIVING TEST procedure is an outdated procedure where only the one who forms 8 in reverse is selected, and is not scientifically or technically backed.

The application further reads, “there had been cases where applicants drove the vehicle for almost 40-50 Kms for reaching to a Driving license test spot but by this mode of driving test applicants have been failed.”

Taking strong note of the application, the Additional Special Mobile Magistrate (Traffic) Srinagar, Mr. Shabir Ahmad Malik has issued a notice directing RTO Kashmir to seek report from all the ARTOs within the Kashmir Division and appear before the Court on next date of hearing scheduled on 03 March 2022.
