Deputy CM Suspends ₹25 Crore PMGSY Road Contracts, Blacklists Contractor

In a strong action that has sent shockwaves through the construction sector, the government has terminated two major PMGSY road contracts worth ₹2,543.05 lakh in Kathua and blacklisted the contractor over prolonged delays.

Deputy Chief Minister Surinder Choudhary said the projects were awarded to M/s Puran Chand and Sons, Jammu, but were scrapped after the firm repeatedly failed to meet deadlines despite multiple notices and extended opportunities.

The cancelled works include the Malhar to Marhoon road (Package No. JK07-136) and the L031 Mahan to Banjar road (Package No. JK07-219). Both projects were part of the Pradhan Mantri Gram Sadak Yojana.

According to an official order issued by the Chief Engineer’s office, the contractor failed to mobilize adequate machinery, manpower and resources, resulting in prolonged delays and disruption to public connectivity.

Authorities imposed heavy penalties, including ₹146.63 lakh in one project and ₹217.54 lakh in the other. The Executive Engineer has been directed to recover the amount from pending dues, security deposits and bank guarantees.

The contractor has been barred from participating in future PMGSY projects for one year.

The Deputy CM ordered fresh tendering for the remaining works to ensure speedy completion and made it clear that delays and quality compromises will not be tolerated. He reiterated the government’s commitment to accountability, transparency and fast tracked development across Jammu and Kashmir.
