UPI Payments To Stay Free For Consumers

The government has moved to allay concerns over potential charges on digital payments, clarifying that the Unified Payments Interface (UPI) will remain free for consumers and that all person to person transactions will continue to carry no charge whatsoever.

The Finance Ministry, in an official statement, said consumers will not face any transaction charges while making payments through UPI, and that the vast majority of merchant transactions will also continue to remain free of cost. The clarification comes amid public discussion around a recent legislative amendment that had raised questions about whether the government’s changes to the payments framework could eventually translate into fees for ordinary users of India’s most widely used digital payment system.

According to the Ministry, if Merchant Discount Rate (MDR) charges are eventually introduced, they will apply only to a limited set of merchant transactions above a certain threshold and at a nominal rate, meaning everyday consumers and the overwhelming majority of small transactions will remain entirely unaffected. The statement was framed as a direct response to speculation that had begun circulating following changes to the underlying regulatory framework governing digital payments in the country.

The Ministry explained that the amendment to the Payment and Settlement Systems Act is an enabling provision, designed primarily to secure UPI’s long term sustainability, technological advancement and resilience against emerging risks, rather than to introduce blanket charges on the platform. It noted that continued investment in cybersecurity, fraud prevention, technology and infrastructure will remain essential as transaction volumes on the platform continue to grow at a rapid pace.

Underlining UPI’s scale, the Ministry pointed to its growing importance as a critical pillar of India’s digital payment infrastructure, noting that the platform processed 2,366 crore transactions worth 29.9 lakh crore rupees in the past month alone. UPI is now live in eleven foreign countries, reflecting its expanding footprint well beyond India’s borders and its emergence as a benchmark for real time digital payment systems globally.

The clarification is expected to reassure the hundreds of millions of Indians, including a large user base across Jammu and Kashmir, who rely on UPI daily for everything from small retail purchases to peer to peer transfers, and who had voiced concern in recent days over the possibility of new charges being levied on the platform.
