The Jammu and Kashmir Legislative Assembly on Thursday defeated a Private Member’s Bill that had sought to make enrolment in government schools mandatory for children of public representatives and government servants, ending the proposal after members weighed its implications during the ongoing autumn session of the House.
The bill, brought forward as a private member initiative rather than a government-sponsored measure, had proposed that specified categories of public representatives and government employees be required to enrol their children in government educational institutions rather than private schools. Supporters of such proposals typically argue that mandatory enrolment would give officials and elected representatives a direct, personal stake in improving the quality of government schooling, on the theory that those responsible for policy and administration would be more motivated to fix systemic gaps if their own children depended on the same institutions.
The proposal was taken up for discussion during the current autumn session before being put to a vote in the House. Members ultimately rejected the bill after considering both its specific provisions and the broader practical and legal implications of imposing a mandatory schooling requirement tied to a person’s profession or elected status, a category of restriction that critics of such measures often argue could raise questions of fairness and enforceability.
