The Department of Labour and Employment, Jammu and Kashmir, has issued a clarification on selectively edited video clips circulating on social media. The clips originate from a review meeting chaired by the Secretary of the department on October 14, 2026, between 3:00 PM and 6:00 PM.
The department said the meeting was an extensive review of departmental performance across all 20 districts of Jammu and Kashmir. It added that the complete recording of the proceedings is available with the National Informatics Centre. By pointing to the full record, the department has sought to place the circulating clips in their proper context and to counter the impression created by short, isolated excerpts.
During the deliberations, the Chair emphasised the high expectations attached to Mission YUVA and urged district officers to work with utmost dedication, responsibility and commitment. Officers were reminded of the importance of effective implementation of the mission and of timely delivery of its benefits to eligible youth. In a Union Territory where employment and skilling remain among the most pressing public concerns, the department’s message was that field-level performance on youth-oriented schemes will be closely watched.
The department also reiterated that mutual respect, discipline and professional decorum are essential in official interactions and that officers and officials are expected to show due respect towards their seniors while discharging their duties. It stressed that provocative remarks and inappropriate language have no place in professional administrative engagements, which must remain guided by restraint and institutional dignity.
Expressing regret over the developments surrounding the meeting, the department said the circulation of selectively edited clips by certain social media handles, without the full context of the proceedings, was a matter of concern. It maintained that the clips are unverified and that selective editing of internal administrative discussions can create a misleading impression of what actually took place. The department added that the matter would be taken to its logical conclusion in accordance with the applicable rules and regulations.
The department has appealed to members of the media and the public to exercise caution and to refrain from sharing or relying on unverified and sensationalised content on social media. It reiterated its commitment to youth empowerment, effective implementation of Mission YUVA and improved public service delivery across Jammu and Kashmir. The episode underlines a wider challenge for government departments in the social media era, where fragments of internal meetings can travel far faster than official explanations.
