Police in Baramulla arrested activist Rakesh Handoo, alias Bunty, on October 17 in Faridabad, Haryana, on allegations of circulating cyber-terror threats against Kashmiri Pandit employees working under the Prime Minister’s Rehabilitation Package.
Handoo has been booked under FIR No. 151/2026 at Police Station Baramulla under Sections 66F (cyberterrorism) and 84C of the Information Technology Act, along with stringent, non-bailable anti-terror provisions.
The threats, posted in August by a group calling itself the United Liberation Council (ULC), reportedly listed employees’ personal details alongside AK-47 symbols, prompting hundreds of employees to take leave and leading to heightened security measures.
Rakesh Handoo, 60, is a prominent Kashmiri Pandit activist who contested the 2008 Assembly elections from the Hazratbal constituency.
Police investigations allege that the circulated content was linked to proxy or shadow groups such as the ULC, which reportedly leaked the personal details, addresses and contact numbers of minority employees to create panic.
Handoo is accused of circulating electronic material and threat-related posters targeting Kashmiri Pandit government employees in the Valley through the social media platform X.
