The Additional Sessions Judge (Special Court), Srinagar, after hearing the position of the prosecution and the investigating officer and perusing the case record, ordered the issuance of non-bailable warrants against the four accused. The court held that the charges were serious in nature and related to war against the state and matters related to national security, hence custodial interrogation of the accused is necessary.

According to the statement, the case was registered on April 5, 1996, after receiving credible information that elements abroad were indoctrinating Kashmiri youth for military training. During the investigation, evidence related to alleged militancy, recruitment and other illegal activities was collected.

The CIK said that despite continuous efforts, the accused remained absconding and evading arrest. The agency termed this move as a manifestation of its determination to take terrorism-related cases to their logical conclusion and ensure the rule of law.
