J&K Government Reshuffles IAS and JKAS Officers in Fresh Administrative Realignment

The Jammu and Kashmir government carried out a fresh round of bureaucratic transfers on Tuesday, reshuffling several Indian Administrative Service and Jammu and Kashmir Administrative Service officers across key departments in a move aimed at strengthening administrative efficiency across the Union Territory.

Under Government Order No. 938-JK(GAD) of 2026, Anil Banka, an IAS officer of the 2015 AGMUT batch who was serving as Special Secretary in the Finance Department, has been transferred and posted as Director of Industries and Commerce, Kashmir — a significant shift to an economically strategic role. Mahima Madan, of the 2021 AGMUT batch, who was serving as Additional Secretary in the IT Department, has been posted as Additional Deputy Commissioner, Kathua. Asha Choudhary Malhotra, a 2022-batch officer who was awaiting adjustment in the General Administration Department, has been appointed Chief Executive Officer of JaKeGA, the J&K e-Governance Agency.

Administrative reshuffles of this nature are routine in governance cycles but carry considerable significance in Jammu and Kashmir, where the placement of officers in key districts and departments often reflects shifting priorities — whether in terms of economic development, law and order, or citizen service delivery. The posting of a relatively junior officer to JaKeGA underscores the administration’s continued emphasis on digital governance as a pillar of its reform agenda. All transfers take effect immediately.
