Chief Secretary Atal Dulloo on Monday reviewed the implementation of the Ayushman Bharat Digital Mission across Jammu and Kashmir, stressing the need to create comprehensive, secure digital health records for every citizen of the Union Territory as part of the government’s broader push towards a fully digitised healthcare delivery system.
Chairing a review meeting, Dulloo assessed progress under the key components of the mission, examining the adoption of digital health solutions and their impact on healthcare delivery at the grassroots level, an area officials say has seen accelerating momentum over the past year as more facilities come online under the national digital health architecture.
The Chief Secretary said the core objective of the mission is to ensure complete, secure and interoperable digital health records for every individual, directing the Health and Medical Education Department to prepare a clear implementation strategy with defined milestones for enhancing the generation and linkage of electronic health records across the Union Territory’s healthcare network.
Dulloo stressed the need to expedite implementation of the Hospital Management Information System across healthcare institutions, particularly public health facilities, so that every patient interaction contributes to the steady build-up of digital health records, a shift that officials believe will significantly improve continuity of care and reduce duplication of medical tests and prescriptions.
He also directed that ABHA ID generation should be progressively aligned with the number of Ayushman Bharat Golden Cards already issued in the Union Territory, with targets to be closely monitored going forward. The Chief Secretary further emphasised the need for greater public adoption of citizen-centric services available through the JK Sehat App, including home healthcare, online doctor appointments, tele-consultation and doorstep medicine delivery, describing the platform as a comprehensive digital healthcare tool that the department should strengthen further by adding academic resources, digital library content and medical courses for students.
Officials informed the meeting that Jammu and Kashmir has made significant progress under the mission and was recently recognised by health authorities for achieving the highest health record linking per lakh population among medium-sized states and Union Territories. More than 1.12 crore ABHA IDs have been created so far, covering nearly 83 percent of the estimated population, while over 1.34 crore Scan and Share tokens have been generated, reflecting rising adoption of digital healthcare services across the region.
The meeting was also informed that full registration of public healthcare facilities, doctors and nurses on the Health Facility Registry and Health Professional Registry has been achieved, with JK e-Sahaj now implemented in more than 100 healthcare facilities and 85 hospitals onboarded onto the Next Generation HMIS platform. Dulloo directed district health authorities to intensify efforts in areas requiring improvement to achieve universal ABHA coverage within the stipulated timeline.
