The Model Recruitment Rules (MRRs) for Non-Gazetted cadres in all Government Medical Colleges (GMCs) of Jammu and Kashmir will be notified by September 30, 2026, following a decision taken at a meeting chaired by Minister for Health and Medical Education, Social Welfare and Education Sakeena Itoo at the Civil Secretariat.
The minister directed the concerned departments to expedite the process and put in place a transparent, uniform recruitment framework covering eligibility criteria, qualifications, experience requirements, recruitment methodology and promotional avenues, an effort aimed at bringing consistency to hiring practices across the Union Territory’s medical colleges, several of which have been established relatively recently and have lacked a standardised recruitment structure.
The decision comes against the backdrop of protests by employees at newly established GMCs, who have been agitating over the non-availability of clear recruitment rules governing their cadres. Addressing the unrest directly, Itoo urged the protesting employees to call off their strike, assuring them that their other concerns would also be taken up and addressed on priority alongside the recruitment rules process.
The move signals the government’s intent to resolve a source of friction that has disrupted operations at some of J&K’s newer medical institutions, with the September 30 deadline giving both employees and administrators a concrete timeline to work toward. Officials say a uniform framework, once notified, should help streamline hiring across GMCs going forward and reduce the ambiguity that has fuelled employee unrest in recent months.
