The Jammu and Kashmir Legislative Assembly Secretariat has sought withdrawal of a General Administration Department order posting JKAS officer Bilal Ahmad Mir as Deputy Secretary in the Assembly Secretariat, stating that he lacks the requisite qualification to run the National e-Vidhan Application project.
In a letter dated August 24, Additional Secretary of the Legislative Assembly Secretariat Bilal Ahmad Bhat requested the GAD to withdraw Government Order No. 1415-JK(GAD) of 2026, dated August 19, under which Mir, then serving as Sub-Registrar Khansahib, was transferred and posted as Deputy Secretary in the Assembly Secretariat. The Secretariat noted that the NeVA project requires dedicated technical expertise for its execution, data management and operationalisation, expertise the officer does not currently possess.
Instead of the current posting, the Secretariat has recommended that the Information Technology Department depute a qualified IT professional to the Assembly Secretariat for an initial six-month period to oversee the project’s rollout. According to the communication, the deputed professional would retain lien and original cadre rights in their parent department, with monthly salary drawn on the basis of an attendance certificate issued by the Assembly Secretariat.
The request comes amid strong opposition from Assembly employees to the original GAD posting, with staff members having earlier protested the decision and sought a review. The Secretariat’s formal objection now puts the GAD order under renewed pressure for reconsideration, as the NeVA project, aimed at digitising legislative proceedings and enabling paperless functioning of the Assembly, continues to require specialised technical oversight for smooth implementation.
