Director Colleges, Dr. Sheikh Ajaz Bashir, today released JK SIGMA, the mobile application version of the Students Integrated Grievance and Messaging Application, developed in-house by the Directorate of Colleges, extending to smartphones a grievance redressal platform that has been serving students of Government Degree Colleges across the Union Territory since June 2025.

The mobile release effectively removes the last remaining barrier between a student and the department, according to the Director, who noted that students had until now needed to access the platform through the Directorate’s website rather than directly from their phones. The application is available free of charge on the Google Play Store and can also be accessed through the Directorate’s dedicated portal, reflecting an effort to make the service as accessible as possible to students spread across colleges in both urban centres and more remote parts of the Union Territory.

SIGMA was originally launched by the Higher Education Department in June 2025 as part of a broader set of ICT initiatives built around the Directorate’s policy planning and development portal. The platform was conceived specifically to give students a confidential and dependable channel through which to raise concerns that remain unresolved at the college level, while also ensuring that official information reaches every student directly rather than filtering down unevenly through college administrations. Since its launch, the platform has processed a substantial number of grievances, with around 1.6 lakh students across 142 colleges presently registered on the system, a scale of adoption that officials point to as evidence of the platform’s growing relevance to student life across the Union Territory’s higher education network.

Functionally, the application allows students to receive official bulletins from both the Department and their own college, submit grievances and track their progress through to resolution, and rate the quality of the response they receive, a feedback loop designed to let the Directorate monitor institutional responsiveness rather than simply tally the number of complaints filed. Bulletins remain accessible on the device even without an active internet connection, a feature likely to matter in parts of Jammu and Kashmir where connectivity remains inconsistent.

On the administrative side, the application provides role based access to college and Directorate functionaries, complete with statistical dashboards and alerts that flag grievances remaining pending beyond the prescribed resolution period. Access is restricted to students already enrolled on the SIGMA Portal, and a student’s identity is not disclosed to their college except with their explicit consent, a safeguard intended to protect students who may otherwise hesitate to report issues involving college staff or administration.

Colleges have been directed to verify student records on the Directorate Portal, conduct awareness campaigns to familiarise students with the new application, and ensure that grievances received through the platform are addressed within two days, timelines officials say are central to the Higher Education Department’s broader push toward a more responsive, transparent and student centred system.
