The Jammu and Kashmir Government has sanctioned a five per cent annual increment for eligible contractual employees engaged under the National Health Mission (NHM) in the Union Territory for the financial year 2026-27.

Minister for Health and Medical Education Sakina Itoo announced the decision in a post on her official X handle, saying it fulfils the Government’s commitment to the welfare of NHM employees. She said the increment recognises the dedication and contribution of the NHM workforce, which continues to play a vital role in strengthening healthcare delivery across Jammu and Kashmir.

The Minister reaffirmed the Government’s commitment to the welfare of healthcare workers and to building a responsive and inclusive healthcare system under the leadership of Chief Minister Omar Abdullah. She also shared the notification regarding the sanction of the five per cent annual increment for eligible NHM contractual employees for 2026-27.

NHM contractual staff form a large part of the frontline health workforce in Jammu and Kashmir. They include doctors, nurses, paramedics, technicians, programme and administrative staff and community-level workers, who help run primary health centres, sub-centres and outreach programmes, particularly in rural and remote districts. Their services are central to immunisation, maternal and child health, disease control and other public health programmes under the Mission.

Because these employees are engaged on a contractual basis, they do not enjoy the same pay structure and service security as regular government staff, and annual increments have therefore been a regular subject of their demands. Employee groups across the country have often argued that timely increments help retain trained staff and keep morale high, especially in areas where posting conditions are difficult. Against that backdrop, a notified increment is likely to be welcomed by those eligible.

The announcement stated that the increment applies to eligible employees, which indicates that the benefit will depend on the conditions set out in the notification. Details such as the criteria for eligibility, the date from which the increase takes effect and the manner of payment would be specified in the official order, and the affected employees will be looking to the notification for these specifics.

The decision comes at a time when the health sector is a prominent focus of public discussion in the Union Territory, with attention on new medical institutions, staffing and quality of services. By recognising the contribution of NHM workers, the government is signalling that frontline staff remain central to its healthcare plans. Whether employee bodies seek further changes on pay or service conditions remains to be seen.
