Hallan–Manzgam Declares 60 Sq Km Forest as Community Land, Bans Plastic in Chiranbal Meadows

In a significant move towards community-led conservation, the Gram Sabha of Hallan–Manzgam in Kulgam district has declared around 60 square kilometres of forest land as Community Forest under the Forest Rights Act 2006.

The decision was taken during the 33rd Gram Sabha meeting, which saw large public participation, including locals, officials, activists and students. They also announced a complete ban on plastic and packaged food in forest areas, particularly in the ecologically sensitive Chiranbal Meadows.

Delivering the keynote address, Dr. Shaikh Ghulam Rasool emphasized that the Forest Rights Act represents a historic corrective justice framework recognizing forest dwellers as rightful custodians of forests. He asserted that its implementation in Jammu & Kashmir is an irreversible reality and called upon the Forest Department to align with the spirit of the law.

The meeting highlighted key local concerns such as closure of traditional grazing routes, lack of school infrastructure, and access to forest resources. Speakers stressed that forest-dwelling communities are rightful custodians of these landscapes and must play a central role in their protection.

A resolution passed by the Gram Sabha also called for reopening of traditional pasture routes and seasonal shelters, and allocation of land for schools.

Organisers said the initiative marks a major step towards strengthening grassroots democracy and promoting sustainable forest management in the region.
