Divisional Commissioner Kashmir, Anshul Garg, along with Deputy Commissioner Srinagar, Akshay Labroo, on Thursday inaugurated the Centre of Excellence for E-Governance established by the District Administration Srinagar at the Regional Transport Office in the city, marking a significant step forward in the administration’s ongoing push to make government services more accessible and citizen-friendly.
The Centre of Excellence, set up under the Common Service Centre framework, is designed to serve as a dedicated facility where citizens can access a range of government services in a streamlined and efficient manner. Its establishment at the Regional Transport Office is particularly significant given that transport-related services, from driving licences and vehicle registration to fitness certificates and permit renewals, rank among the most frequently accessed public services and have historically been associated with delays and procedural complexity.
By co-locating the CSC facility at the RTO, the district administration is signalling a clear intent to reduce friction for citizens who need to navigate multiple government processes in a single visit. The Centre is expected to facilitate digital service delivery, provide assisted access for citizens who may not be comfortable with online platforms, and ensure that the last-mile gap between digital governance initiatives and actual public uptake is bridged more effectively.
During the inauguration, Divisional Commissioner Anshul Garg underlined that the Centre has been established with the objective of strengthening public service delivery, improving citizen convenience and ensuring efficient facilitation. These are not aspirational statements; they represent a measurable commitment against which the Centre’s performance can and should be tracked.
The event was attended by Transport Commissioner Veshish Paul, RTO Kashmir Qazi Irfan, Additional Deputy Commissioner Srinagar Mir Imtiyaz Ul Aziz, IAS Probationer Alfred Thomas, Chief Planning Officer Fayaz Ahmad Dar, SDM West Irfan Bahadur, ARTO Headquarters Mehnaz Chisti, District Coordinator CSC Asrar Shiraz and UIDAI Coordinator Shoaib Ahmad, alongside several other officers from the District Administration and the Regional Transport Office.
The inauguration is part of a wider effort across Jammu and Kashmir’s administrative establishment to expand e-governance infrastructure and reduce dependence on manual, in-person processes that are both time-consuming and vulnerable to corruption. The integration of Aadhaar-linked services through the UIDAI at the Centre further strengthens its utility as a one-stop governance hub.
